It is the author's contention that the proposed measures will destroy the village system, 'not only with regard to the work of village watchmen, but also with regard to the work of all village servants, with serious consequences, in the face of the strong representations of the Zemindars'. From the papers of Sir J. D. Rees, the final page carrying a reference to his 1879 report 'against the injurious aflect [sic] of the Village Service Act on the village system of Ryotwari villages resulting in increase of crimes in places where the Act has been inforced, and with the complaint of the ryotwari villagers in 1887'.
