Yelloly. These signatories are presumably the merchants, shipbuilders/0wners, physican etc that show up on Wikipedia. John Yelloly, in fact, was a physician who eventually published a pamphlet on the medical relief of the poor (1837). Earlier editions appeared in 1788, 1795 and 1796 and others later, represented in libraries, but now scarce. No other copy of an edition dated 1818, with Advertisement and Letter (as described above) yet traced.
