The remit of the committee was 'to examine the problem of child adoption from the point of view of possible legislation and to report upon the main provisions which in their view shuold be included in any Bill on the subject'. In an amendment to the final report, Home Secretary Sir William Joynson-Hicks instructs the committee 'to enquire into the working of the provisions of the Children Act, 1908, which deal with the protection of infant life and the visitation of voluntary homes'. The only copies of the three reports on COPAC are at the University of Southampton.
