'[...] The measure of applying to the English counties was proper & indeed necessary - and I doubt not that, as the evil complain'd of is very general, we shall find a very general & ready cooperation on their part in our endeavours to procure redress. I trust they will follow our example in preventing petitions, & I have little doubt of it, if I may judge of the general feeling, from the language of such country gentlemen (particularly from the West of England, & from Wales) as I had an opportunity of conversing with. [...]' The recipient has not 'omitted anything that you could do in the present stage', and Binning makes further requests and suggestions, with reference to 'Mr Mundell' and 'the chamber of commerce at Glasgow'.
