It consisits of a few men - some 20 - from both Houses who hope that by their influence and experience they may be useful in watching the conduct of the War and may be able to make suggestions and even exercise a certain amoutn of pressure in respect of War administration. He describes its constituents in more detail and its provision of Ministers. He asks Would you care to join it?
