Pamphlet, 55pp., 8vo, beige printed paper wraps, front wrap detached, wraps mottled, text foxed, fold mark down centre, ow fair. Inscribed "Captain R W Phipps", presumably by the author. Two other copies available, in similar condition but unsigned (perhaps copies held by author?). Copies held by copyright libraries and the Danish National LIbrary (COPAC/WorldCat). See detailed entry for Phipps in Wikipedia (no mention of this work). Thomas Dyke Acland published an "Answer" to this, Phipps's analysis of current British military organisation and strength (with Prussia threatening Europe), and suggestions for reform.
