The Secretary of State for India's memorandum is printed here without a date, so it is unclear whether it was written by Sir Joseph Austen Chamberlain or his successor (from July 1917) Edwin Montagu. 26pp, 8vo. Stapled and in grey wraps with title on cover: 'MEMORANDUM | ON THE | Position of Indian Students | IN THE | United Kingdom.' In good condition, with rusted staples. The first page has the drophead title and introductory passage: 'The Position of Indian Students in the United Kingdom.
