Inscribed at the top of the title, faintly, "Received from Mr. Freshfield [presumably the lawyer/MP, JJW Freshfield (DNB)] | 23 Oct. 1862 | [GH?]". This proposed text has been annotated (not extensively) in an unknown hand, and has some differences from the later published version. For example, Clause 8 in the proposed version is omitted in the published version and Clause 12 ( Clause 11 in the final version because of the extraction of the earlier Clause 8) substantially revised. NO copy of this "Proposed General Order" is listed on COPAC or WorldCat.
