In his view de Winton’s ‘investigation will certainly successfully appease Lord Cross, & avert the indignation of the Northerners. It certainly most satisfactorily justifies your suggestion.’ He ends in the hope that ‘we are now fairly well advanced towards the completion of our Scheme.’
