The Questions addressed to the Foreign Office are usually of some importance and it does not seem desirable that they should be handed over to one of the Whips to answer. It would be much better if they could be entrusted to one of the Under-Secretaries in the House and I should be grateful if you would endeavour to arrange for this to be done. Harmsworth has added some cryptic symbols "CH [?] | 2 | vgn [?]" in a pencilled diamond.
