He states his aim at the start: 'I intend boldly to attack much of our present system, and to advocate methods of treatment of Criminals which are likely to be stigmatised, in some respects as cruel and brutal, and in others as showing undue leniency.' He considers transportation 'a model punishment', and would revive it 'on the humane and reformatory principles advocated by Sir James Graham in 1842', 'if any place in this overcrowded world could be found to receive convicts'. Only two copies on COPAC: at the British Library and King's College, London. From the Harington papers.
