16mo, 2pp. In good condition, on lightly-aged paper, attached along one edge to a piece of paper bearing part of the address of the English Consul in Boulogne, William (later Sir William) Hamilton. Printed at the end of the document: '(Extrait de l'Etoile.)' After describing the virtues of his predecessor Louis XVIII, and the widespread grief on his death, he sets out his intentions on ascending the throne, ending: 'Je remercie la divine providence d'avoir daigné se servir de moi pour réparer les derniers malheurs de mon peuple, et je le conjure de protéger cette belle France que je sui fier de gouverneur.'
