REPORT

See Sir William Beveridge’s entry in the Oxford DNB: 'An overbearing and temperamental Scotswoman, Mrs Mair had come to the school [the LSE] with Beveridge in 1919 (having been his secretary and aide during the war) and was highly unpopular with many of the school's professors. Throughout the 1930s there were complaints about the ‘Beveridge–Mair dictatorship’ and a general sense of relief when Beveridge decided to leave the school to accept the mastership of University College, Oxford, in 1937.' 1p, 4to. In good condition, lightly aged, with one dog-eared corner. Folded twice for postage.

A nice item of Victorian charitable ephemera. The Society (later the Hepburn Starey Blind Aid Society) was instituted in 1864, and according to p.5 of the present item the phrase ‘Hall of Light for the Blind’ was ‘Given to Somers Town Blind Aid Society by a Blind Chinese Christian lad’. No copy of this item, or of any other material relating to the Society found on either WorldCat or JISC. 24pp, 12mo. Stitched. In good condition, lightly aged and worn. The front cover is laid out in decorative fashion: ‘“The Hall of Light.” / Somers Town / Blind Aid Society.

Two Air Mail letters, both in fair condition, lightly aged and worn. Both letters are addressed to Beloe (author of the 1960 Beloe Report - education at The Hill House, Queen's Road, Richmond, Surrey. The subject of the two letters is a letter from George Washington to Lieutenant Governor Dinwiddie, Belvoir, 7 March 1754, beginning ''Honble. Sir | If the Vessel you Honour hir'd of Colo. Eyre has not left York'. The letter is now at Mount Vernon. ONE: Hotson's letter, signed 'Leslie Hotson'. 29 January 1955. 1p., 12mo.

The 57-mile canal section of the two rivers was constructed between 1794 and 1810. In the face of competition by the Great Western Railway it fell into disuse in the latter nineteenth century. A process of restoration began a hundred years later, and the canal is now a popular amenity. Both items in good condition, lightly aged and worn. Both headed on first page 'Report of the Committee of Management, of the Kennet and Avon Canal Navigation.' Both are 3pp., 8vo, on bifoliums.

6 + [1]pp., 8vo. In fair condition, aged and worn, with slight damp staining at head. The report, by 'G. R. Dawson, Chairman', is on pp.1-5; p.6 carries resolutions 'Extracted from the Minutes, | James Marshall, Secretary.' Much of the report is taken up with 'a Qui tam Action [...] brought by the Bank of Ireland against the Provincial Bank [...] the object of the Bank of Ireland in that Action, was to question the right of the Provincial Bank to exchange its Notes in Dublin; a right which, from the commencement of business until that time, it had exercised without challenge'.

Lord Hennessy has characterised the subject of these items, the Northcote-Trevelyan Report of 1854, as 'the greatest single governing gift of the nineteenth to the twentieth century: a politically disinterested and permanent Civil Service with core values of integrity, propriety, objectivity and appointment on merit, able to transfer its loyalty and expertise from one elected government to the next'.

5pp., 8vo. On five foolscap leaves. In good condition, lightly aged. The report is single-spaced, and factual rather than polemical, describing the 'network of buying stations' (run by 'non-European intermediaries (African or Syrian)') maintained by the 'European firms that buy and export practically the whole crop', and the recommendations of the 1938 Nowell Report.

Two pages, 4to, bifolium, fold marks, good condition, large handwriting. "p.13 [page of report or similar presumably] Is it quite decided that any Species of Degree of bodily Infirmity shall entirely disqualify a child from receiving any benefit from this charitable Institution. There are many Trades to which infirm Children may be apprenticed; and to provide such Children with the Means of procuring a Subsistence for themselves in Life, is surely a most beneficial Act of Charity not only to themselves but to their Parents, who may have been Persons of the highest Class of Merits.

4pp., folio. Bifolium. In good condition, lightly-aged. With facsimile signature of 'George Courthope'. The document begins: 'Dear Sir, | The last Report to the Livery was issued in Professor Hutton's Prime Wardenship at Christmas, 1942. I succeeded him in May, 1943, and this Report coincides with the end of my term of office and the declaration of Peace in the West.

Two stapled pamphlets, uniform in layout, each with the ownership signature of M. Rooff at head of title. Day 13: [2] + 35pp., paginated 279-313, folio. Day 27: [2] + 25 pp., paginated 591-616. Substantially Howard League views, and mainly concerned with 'The Experience of Abolition in other Countries'. Both in fair condition, aged and worn, and each with particular wear to the title leaf.

4pp., foolscap 8vo. Good, on lightly-aged paper. Sections on Tins, Rubbers, Industrials, Yields; with graph and table. Begins: 'Once more the Malayan shares were overshadowed by the gloom in the rubber market. The rubber price which stood at $1.01 1/2 on October 3, continued to slide until at the end of the month it had reached 88 3/4 cents per pound with the bottom still not in sight.' Begins: 'September was a strange sort of month - quiet by recent standards with hte market suspended between shade and shien as bearish and bullish-looking clouds scudded across the scene in jumbled sequence leaving investors and speculators confused and cautious.' Uncommon: the only copy of the 'Report' on COPAC at Southampton, and the only copy of the 'Index' at Birmingham.

8vo, 31 + [i] pp. Unbound. Fair, on aged paper. Title page carries small stamp of the University of Hull, and ownership inscription of J. R. Warburton. The Committee was appointed 'to inquire into the Number, Bulk, Cost, and Circulation of the Documents printed by Order of this House [of Commons], or presented to it through Public Departments, and to report what Reductions, if any, can be made thereon', those documents comrpising: '(1) The Votes and Proceedings of the House of Commons. (2) Journals of the House of Commons. (3) Bills. (4) Acts of Parliament. (5) Parliamentary Debates.

Report: 8vo, xiv + 76 pp. In original blue printed wraps. Index: six pages, unbound, continuing pagination to 81. Both items fair, on aged paper with slight damp staining to extremities and both carrying unobtrusive stamp of the University of Hull. The Select Committee was 'appointed to examine the PUBLICATIONS printed by Order of this HOUSE [of Commons], or presented to it through PUBLIC DEPARTMENTS, and to call attention to any case in which unnecessary expense has been incurred'. Uncommon: the only copy of the 'Report' on COPAC at Southampton, and no copy of the 'Index'.

Folio, 2 pp. Text, printed in a small hand, clear and complete, on first leaf of a bifolium, the second being blank. Good, on aged paper. Tipped in, by means of strip along inner margin on reverse of second leaf, to grey card backing, carrying biographical details regarding Beveridge. Signature 'W H Beveridge' following last line of printed text on reverse of first leaf, with initials 'Most cordially | W H B.' in top left-hand corner of first page.

The report is printed on three pages of a bifolium with leaf dimensions roughly 30 x 21 cm. In small print. Both text and plan clear and complete. Both plan and map carry the faint 1 cm accession stamp of the Webster Collection, numbered in manuscript 4899. A scarce piece of Australiana, on grubby and stained paper, archivally repaired and tipped-in to cream paper folder. Describes the situation of the townships and mines, whose yields, both on the surface and at depth, he gives.
